CG Govt using Information Technology to reduce corruption and increase government transparency, accountability and citizen participation

Sets an excellent example of making efficient use of Information Technology during corona pandemic period

Raipur 01 December, 2021/ The recent advancements in Information and Communication Technologies (ICTs) have revolutionized the process of information exchange and bought more openness and transparency. Chhattisgarh government is making effective use of information and communication technology to curb corruption and bring transparency and accountability in governance and to ensure government services are made available to citizens in a convenient manner.

From monitoring of flagship schemes to the work of disseminating information and transferring funds to the beneficiaries, Chhattisgarh has set an excellent example of making efficient use of information technology. This technology was even used during the corona pandemic times for continuing education of children, better management of healthcare system, and bringing relief to the needy people.

Delivering services to citizen and disseminating correct information related to state guidelines and schemes of the government were major challenges during the pandemic. It was the need of hour to step in to help needy people and provide them relief in those difficult times besides enhancing citizen’s trust and confidence in administration. The Department of Electronics and Information Technology, Government of Chhattisgarh under the leadership of Chief Minister Mr. Bhupesh Baghel did a great job in brining a much-needed solution for all aforementioned challenges. The department has also been conferred with numerous national level awards in the last three years for its outstanding work.

The need for effective use of digital and information technology was felt more amid the circumstances arise during the corona crisis. With the efficient use of IT, the beneficiaries are now receiving the input amount under Rajiv Gandhi Kisan Nyay Yojana and payment of cow dung purchase under Godhan Nyay Yojana directly to their bank accounts in just one click. This has drastically reduced difficulties faced by the beneficiaries in getting their amount and has also removed the time constraint.

On the special initiative of Chief Minister Mr. Bhupesh Baghel, an online education portal “Padhai Tuhar Duar” was launched by the state government to provide education to students at their doorsteps. The initiative gained huge popularity across the country. The department is also making consistent efforts to provide fast internet facilities to the people. In a bid to provide high-speed internet, 4574 Gram Panchayats of the state have been connected with optical fiber internet service in these three years. A network of 22,406 km of optical fiber cable has been laid. Along with this, government services are being provided to the common citizens through the network of Public Service Centers and Common Service Centers.

In times of crisis, information technology was extensively used in the delivery of public services. In the last three years, more than 71 lakh people have received marriage certificate, domicile certificate, caste certificate, firecracker license, and cinema hall license online. A dedicated mobile application and website have also been developed for Godhan Nyay Yojana. The works of online money transfer to cow dung vendors, purchase of cow dung and distribution of dividend to self-help groups convenient. A Tribal Atlas has been prepared to collect accurate data of the Scheduled Tribes in the state.

In the last three years, especially during the pandemic, 6145 online meetings were organized through the SWAN project to communicate with the common citizens and seek information about the implementation of government schemes and review the same. Besides, 1145 meetings were successfully organized in the Chief Minister’s Secretariat. A special web portal and mobile app have also been prepared to collect data of OBCs and Economically Weaker Sections. Through this data of these classes is being collected all over the state. All related information regarding a Covid-19 patient in isolation was collected through GPS. In addition, arrangements were made to information related to availability of beds in hospitals, supply of essential equipment and medicines quickly accessible for citizens.

CG Teeka web portal was launched for systematic vaccination of residents in the 18-44 years age group. Over 12 lakh 17 thousand citizens were vaccinated against corona virus using this portal. ‘Student Lifecycle Management and Allied services’ project was launched to make online counseling facilities available for the students of technical education, ITI, SCERT and School Education Department. 26 lakh 90 thousand candidates were benefitted by this. A mobile app named Panch Notice Board has also been developed to deliver the instructions and orders of the government to the Panchayats and to give information about various schemes. In this, more than 1 lakh 10 thousand information has been uploaded.

An advanced online platform CG Camp portal has been launched for the monitoring of state government’s priority schemes including Godhan Nyay Yojana, Chief Minister Haat Bazaar Clinic Scheme, Chief Minister’s Nutrition Scheme, Chief Minister Urban Slum Health Scheme, and Narva-Garva-Ghurva-Badi scheme. Citizens can also register their grievances through this portal. Besides, the work of making driving license is being done online by the Transport Department in collaboration with NIC. Apart from this, the facility of online submission of fitness certificate, registration of vehicles and road tax is being provided on various types of commercial vehicles.
