Works of greater public interest should be completed within stipulated time limit as per intentions of Chief Minister: Mr. Jain

Chief Secretary gave instructions in this regard in an important meeting of state level senior officials

Raipur 19 January 2022/ As per the instructions of Chief Minister Mr. Bhupesh Baghel, fund distribution to beneficiaries under Rajiv Gandhi Gramin Bhoomiheen Krishi Mazdoor Nyay Yojana will be started and Chhattisgarh Rozgaar Mission is being launched in the state. In addition, many other schemes and programmes are being run in state for convenience and welfare of the citizens of state.

Chhattisgarh Chief Secretary Mr. Amitabh Jain chaired a meeting of state level senior officials through video conferencing today to review the outline and implementation status of these important schemes of the state government. Chief Secretary Mr. Jain said in the meeting that the works of greater public interest should be compulsorily completed within the stipulated time-limit. He also reviewed the top priority schemes of the state government in the meeting which will be implemented by various departments including Housing and Environment, Revenue, Forest, Home, Urban Administration, Sports and Youth Welfare, Skill Development and Employment, Commerce and Industry.

The meeting also discussed preparation of a draft for the collection of information of the beneficiaries of these schemes and programmes and the phased activities required for the successful implementation of these schemes besides fixing the time-frame for them.

Chief Secretary Mr. Jain directed to organize a virtual event to release the first installment under the Rajiv Gandhi Grameen Bhoomiheen Krishi Mazdoor Nyay Yojana to the rural landless laborers. He asked to mandatorily follow Covid-19 protocol while distribution of funds to the beneficiaries at the divisional level. He has directed to prepare a special action plan to provide employment opportunities in production and service sector under Chhattisgarh Rozgaar Mission.

In the meeting, the Chief Secretary instructed the officials concerned to assess the revenue earned on free holding the lease-hold land of the urban body. In case of profit, further action will be taken in this regard. He also directed to conduct the first lottery at the earliest for allotment of 65 thousand houses constructed under the ‘Affordable Housing in Partnership’ scheme. He said that this lottery for allotment of houses would be conducted at the state level in Raipur and in all the divisions simultaneously.

In the meeting, Additional Chief Secretary Mr. Subrat Sahoo informed that the works of regularization of unauthorized construction and commercialization of land sponsorship of shops operating in residential area have been simplified. In addition, an app has also been launched keeping in view the convenience of public. The Chief Secretary has said in this regard that the applications received should be verified within stipulated time and the applications should be made online. Mr. Jain has instructed to fix a fine for the approval of layout up to five thousand square feet in the town and country planning area.

Besides, Mr. Jain has given instructions to run a campaign for settlement of cases of name change, demarcation, partition, and diversion of land. He directed to make online entry of pending cases exceeding time limit and continuously monitor it. He has asked to organize a review meeting of revenue officers every month in this regard. He has also given instructions to review the applications related to the complaints received by the police which are pending from a long time.

In the meeting, the Chief Secretary directed the Urban Administration Department to start Mitan Yojana–a doorstep service delivery scheme–at the earliest besides instructing to fix time limit for formation of Rajiv Yuva Mitan Club of Sports and Youth Welfare Department. Along with this, instructions were given to enter the information regarding formation of the club in the web portal and monitor it regularly. Instructions have been given to prepare detailed guidelines regarding the formation and activities of Rajiv Yuva Mitan Club and get its approval.

Principal Secretary Dr. Alok Shukla, Principal Secretary Mr. Manoj Kumar Pingua, Principal Chief Conservator of Forests Mr. Rakesh Chaturvedi, Secretary Revenue, Sports and Youth Welfare Mr. N.N. Ekka, Secretary Urban Administration Ms. Alarmelmangai D, and Director Commerce and Industry Mr. Anil Tuteja were present on the occasion.
