Co-operative banks should give maximum loans to farmers for horticulture crops

Loan disbursement of up to 40 to 60 per cent of the deposited capital is necessary for financial efficiency

All co-operative bank branches to have ATM facilities by March 2023

Today, Mr. Him Shikhar Gupt, Special Secretary of Cooperative Department, took a joint meeting of the officers of Apex Bank and District Co-operative Bank and reviewed the banking activities in detail including short-term agricultural loans provided to farmers without interest in the state. The Special Secretary directed the officers of the cooperative bank to provide maximum loans to the farmers engaged in horticulture, and other crops besides paddy as per the intention of Chief Minister Mr.Bhupesh Baghel, so that it helps in promoting crop diversification in the state. He directed the co-operative bank officials to focus on disbursing 40 to 60 per cent of the deposited capital as a loan as well as other secured loans for the financial efficiency of the banks so that banks can have benefits. The Managing Director of Apex Bank, all Joint Registrars, officers of the Registrar’s Office, Deputy Registrar of Cooperative Banks Headquarters and all Chief Executive Officers were present in the meeting.

In the meeting, Special Secretary Mr.Gupta also directed the officers of Apex Bank to set bank-wise targets for providing short-term agricultural loans. He said that in Bastar and Surguja divisions, announcements have been made by the Chief Minister to extend the benefits of banking facilities to the farmers in remote areas. He said that along with the co-operative banks of Bastar and Surguja divisions, other banks should also set up ATMs and complete the installation process in their headquarters, district and Nagar panchayat on a priority basis till March 2023. He also directed to start mobile banking services to strengthen the credit system in remote areas.

In the meeting, instructions were given to all cooperative banks to replace the old debit cards and to provide new cards to the farmers of remote areas. The Special Secretary said that micro ATMs are a convenient option for remote areas, whose publicity is necessary. He clearly stated in the meeting that in case of penalty to banks due to KYC, the Chief Executive Officer of the concerned bank would be responsible.

The detail was also discussed in the meeting regarding the construction of the Godown cum office to be built in 725 new committees under the RIDF scheme. For this, the committees were instructed to make the funds available on time. The officers were asked to inspect the proposed site for the construction of a godown cum office and ensure the proper transportation facility up to the proposed construction site. Instructions were given to complete the construction of the godowns expeditiously and shift all the new committees to the new warehouse cum office by April 2023. In the meeting, instructions were also given to make the biometric system mandatory in banks.
